Need/Purpose:
Identify and oversee transportation pilot projects for application
of environmental permit streamlining processes.
Vision:
Experiment with innovative approaches that can
lead to measurable success in streamlining permit processes.
Objectives:
- Identify and select 3 pilot projects to test
permit reform methods:
- Urban: urban near built-out conditions
- Urban/Rural: urban center serving as a
crucial rural connector
- Rural: rural corridor critical to statewide
economic productivity
- Present pilots to TPEAC for approval by
resolution
- Test environmental permit streamlining process on
approved pilots
Authorization:
Sec. 5 of ESB 6188 directed TPEAC to select
and conduct 3 permit reform pilot projects.

- Urban: I-405/SR 167 Interchange
- Urban/Rural: SR 24 over the Yakima
River, from I-82 to Keyes Road
- Rural: Replacement of east half of
the Hood Canal Bridge
- 2/02-12/02; 6/03-?: SR 24 Pilot tests
