Programmatic Permits
Subcommittee
Need/Purpose:
Programmatic approaches reduce permitting time
and project costs while protecting the environment and allow staff
resources to be focused on more challenging project issues providing
better analysis and response.
Vision:
Develop programmatic approaches that expedite
project delivery, reduce project cost, and protect and enhance
environmental conditions through process efficiencies. Public
involvement is an essential component for programmatic permit
approaches.

Authorization:
Sec. 4-3 of ESB 6188 mandates that TPEAC
create a technical subcommittee to address programmatics.

- 8/05 – Programmatic
agreements have been developed for all of the transportation
activities identified in the TPEAC Report with the exception
of stream bank stabilization and bridge removal which were
determined to not be suitable for programmatic coverage
because they are high impacting and not routine.
Lessons Learned:
- TPEAC was instrumental in establishing direction
for agencies to assign staff to be involved in the programmatic
effort. This forum also established timelines for producing
programmatic products. The accountability to timelines resulted in
programmatic products that were delivered much faster than
otherwise.
- The multi-agency involvement (1st of its kind for
this effort) created an environment for collective knowledge that
was very beneficial in establishing common permit conditions for
each of the activities between different agency regulatory
standards.
- TPEAC required progress reporting which resulted
in a greater sense of accountability, clarity, and explanation as to
how the subcommittee developed conditional thresholds within the
programmatic agreements.
